In our continuing quest to ensure our members the highest level of professional representation, H.C.D.O. has contracted with Carson Joachim to provide legal services as H.C.D.O General Counsel.  In his role as General Counsel, Carson will be responsible for advising the board in matters related to the daily operation of our union.  Additionally, Carson will be responsible for providing legal representation to our members in administrative and employment matters including administrative investigations and disciplinary actions within the course and scope of employment.  Carson brings with him not only a wide variety of experience but also an old friend, Kenneth “Kip” Garner.

Carson Joachim (pronounced Yokum), a native Houstonian, began his legal career at the Harris County District Attorney’s Office where he gained valuable trial experience in both misdemeanor and felony cases.  Upon leaving the District Attorney’s Office, Carson joined the prominent firm of Nichols Law, P.L.L.C. where he focused his practice on family law issues, with additional trial experience.  Most recently, Carson represented our fellow law enforcement officers from the Houston Police Department as staff counsel for the Houston Police Patrolmen’s Union, Fraternal Order of Police Lodge 109.  While at H.P.P.U., Carson handled all forms of administrative hearings and appeals related to discipline and officer involved shootings.

On a personal note, Carson is a graduate of Lamar Consolidated High School where he played football, baseball, basketball and track.  He accepted a football scholarship from Eastern New Mexico University where he played four years as a wide receiver.  And, he attended Baylor School of Law.  His father, Fred Joachim, is a former Sergeant for the Harris County Sheriff’s Department who now works for a private prison company.  His step-mother, Kathy Joachim, is the court coordinator for Judge Michael McSpadden in the 209th Criminal District Court.  Additionally, Carson’s uncle is a Lieutenant with Harris County Precinct 5, and his aunt is a crime prevention specialist for the Jersey Village Police Department.

While working at H.P.P.U., Carson began working closely with Kip Garner, former H.C.D.O. lawyer.  Because of their working relationship, Kip Garner has agreed to return to H.C.D.O. and assist in the representation of our members.  Kip, too, brings a wide variety of experience back to H.C.D.O.  Kip is a graduate of Texas Wesleyan University where he obtained his law degree.  Throughout the years, Kip has represented many law enforcement officers, both Harris County Deputies and Houston Police Officers, in administrative, civil, and criminal matters and looks forward to continuing that aspect of his legal career.

While we will continue to miss Fred Keys, we are delighted by the fact that we were able to retain quality legal counsel who will continue to provide the highest level of professional representation to our members.
